How would you fix the pixelation without the original psd (or equivalent) file? Might be kind of hard.
I redid the Philippines map without the original psd. At least 4 names were changed and the bottom of the map was moved up to put it within the size requirements.
All you need is:
-Time
-Patience
-Clone Tool
-Zoom Tool
-Patience
-and a little more time
Actually it took me about an hour. If you we can find the same font, it would be an easy fix.

P.S. And I used photoshop too.

So the question is do people actually want a Brazil Revamp, or for me to just touch it up?
