Ok, I'll buy it, they are brothers... Isn't it still against the rules to form an alliance without disscussing it in the public chatroom? Even if it's easier to just talk about it over dinner, they should tell the other players they are forming an alliance... Otherwise, it's cheating, not by being multis, but over secret diplomacy, wich they admitted...
And btw... I'm not that convinced they are brothers and not the same person...

Bust em for secret diplomacy....they/he admitted that....... bout as bad as multi....... FOE (They both sure play alot of world games)

Yeah this one seems to be a pretty straight forward rule # 2 violation to me.
