xml element?

I have an idea for a map, but there is a certain xml element that would be very helpful to the map, and I am not sure it can be made:

A territory will lose -1 every turn (a lot of maps have this, like AoR2), but unlike other maps, if the territory loses 1, and only has 1 troop on it, the territory will become a neutral 1.

For example: I have 4 troops on territory x, and it have a bonus of -1
First turn, I will have 3 men on it.
Second turn, I will have 2 men on it.
Third turn, I will have 1 guy on it.
Fourth turn, the territory no longer belongs to me, and has become a neutral 1.

So, it is pretty much as if there is some player that bombards my territory, and kills 1 guy every single round.

Would this be possible?

It's been suggested on the XML modifications topic at least twice, but it doesn't exist yet.
