I can't see the game as it is fog but if you have 13 or more rum territories you get -400 troops to deploy due to the curse of Tezcatzoncatl so it is probably correct 
It specifies this at the very bottom of the map and in the gold and rum box. Hope that helps but you need to be careful not to upset the god of drunkenness

What on Earth sort of map is going to deploy -400?
