Ok, I understand new recruits getting one star but look at the rest of the ratings he gives. Pretty much everyone he plays gets 5 stars for fair play, and 0 for game play and attitude. It's not even like he is winning all these games. There is just no need, only played him as he was also in a guide game, are guide games not meant to help people get into CC not turn them away?
you should come to C&A more often, just went over all this a few days before your report... i still find it really amusing that people play in Guide Games to help promote the site and teach new players... then do something like give a negative 1 star rating!! A guy/woman with more than 1 game who beataville railroads deserves it. It is not mentioned on the Ratings page as the way the calculation is done.
