This cheater was caught by lackattack already... But I think he has new multis now. Tuggales can be a multi...

What we have here is a teammate killer. Now, if a teammate killer acts alone it is not technicaly against the rules. For now, you can add him to your ignore list. In a couple of weeks there will be a way for you to leave feedback and lower his reputation score.
