Attack a place once and then refresh to do it again. Somehow usually works for me everytime.

Here are some tips.

1. If you have 4 or more on a territory, the odds are in your favor for each attack roll so if you have 8 on a border against 10, your better off attacking then waiting for them to put down troops next turn and then have the attackers advantage.

2. If you have less than 4 and they have atleast 2 on a country the odds are against you, so attack with 3 and 2 on rare occasions.

3. when defending, its much better to have 2 on a territory than 1. This may seem obvious but I don't notice alot of people doing it...example: you own both Siam and Indonesia and you aren't sure if you will hold Australia (or ociana if you wanna be gay about it). You have a total of 4 troops to split between the 2 territorys including the 2 it takes to occupy them. It is stronger to have 2 on each than 3 and 1 because it will be easier for the attacker to take one and then 3. You could argue that it is better to have 3 and 1 because it causes the attacker to roll more times minimully, but I hold that you're better off making each territory harder to take.

4. Its harder to take a territory that is farther away from the front. Take the above scenario with Indonesia and siam accept this time you have 5 troops on 2 territories. It is harder to break if you put the 3 further from the front because the attacking army will have less to attack with. Hence 2 on Siam and 3 on Indonesia is harder to break.

5. Now when you don't have to attack. Its ok to save troops sometimes instead of constantly taking new ground. Some people get mad when you do this but theres nothing wrong with holding a continent and building while the other guys duke it out making you the dominant player.

6. When there is a 3 way deadlock of countries, you don't need to defend with as much. Example: if you are in South America someone else is in Africa and someone else is in Europe, you dont need to fortify Brazil with as much as if nobody held Europe. The guy In Africa can't attack you because he will leave himself open to an attack from Europe. If you are South America in this position it is ok for you to have one or two less troops on Brazil then they have on North Africa or Western Europe. Concentrate on America...
