That one has to be Commandos 1,2 or 3.
I'm thinking 2...

Well, it's not Bases Loaded because that didn't have an MLB license, and the graphics are a little too high-end for NES, but a little behind SNES's crispness.
I'll go with Sega, and the game would be Triple Play?
Initiate discovery! Fire the Machines! Throw the switch Igor! THROW THE F***ING SWITCH!

**hint** It's an SNES game, and the game was not licensed by the MLBPA, but you could edit the player names in (which is the case for this screenshot). There was only one player who held his own name, and that was the coverboy for the game. **hint**
BTW, i'm not picky, as long as you get the title mostly correct, then I'll accept it.

Sheepofdumb knows this, so if he kindly won't answer unless the thread dies for 24+ hours to give other people a chance, that'd be great.
This might be pretty easy anyway.

No its just wave race, the img src says waverace2 but thats just means the 2nd picture on the thread because I didn't bother hosting the picture on imageshack. There is no wave race 2, did you cheat?
