No. A franchise brings something new to the world of gaming, and makes its mark in that way.
Halo is pretty, but not innovative in any way.

Actually Halo made huge leaps in FPS gameplay, and is the main reason why we have so many damn FPS's around today. So DERE!

For me it definatly has to be Total War, the gameplay is unmached
Total War isn't innovative, they stole the concept from a really old game and didn't improve or change much other then the graphics and the setting. I forget what the games called and it wasn't really popular so you probably wouldn't be able to find it, but I played it at my friends house a few times. Civilisations a good series, but they screwed up on the latest one, they did the graphics in 3d so you need a supercomputer to play it. Alpha Centauri may have just been a spin off of civ 2, but its by far better then any civ game.

Dude, thats not what a franchise is. A franchise is a series that has spin off series or games, for example, civ 1, civ 2 etc. are a series, and since there's games like Alpha Centauri that spun off from it, its a franchise.
Halo has that rts coming out and maybe a movie, therefore its a franchise.

Melee attacks? Medal of Honor had those first
Vehicles? Planetfall.
Dual wielding? Goldeneye 007
Four-player multiplayer? Again, Goldeneye 007
Internet Multiplayer? Counter-Strike, UT.
The only thing it's got is sharp graphics and a nice musical score.
Doom is on the cusp of being a franchise, Half-Life is a franchise, Halo is a series.
actually, halo had extremely smart AI. hiding behind a rock wouldn't keep you safe for longer than a few seconds. enemies actually know what grenades do (cough MoH cough cough), etc.
