I will use random.org to place everyone in three 8 player Divisions.
Round 1: Each Division will play round robin, 7 games total, played simultaneously.
Top 3 from each division advance. In case of tie, players involved in tie will play 1 game on round map/settings (not Poly if more then 2 players involved)
Round 1 - Map/Settings: Third Crusade, Poly-2, Escalating, Chained, Fog, 12hr Fog Rule
Round 2: Scores carry over... 9 players will play round robin, 8 total games, played simultaneously. In case of tie, players involved in tie will play 1 game on round map/settings (not Poly if more then 2 players involved)

I know it can be hard to "enforce" some rules but if a newer player signs up and has no clue about it.... having it stated may get them to ask "what is that" which allows me to inform them about the rule

My line of thinking was just that there are too many people who join every tournament and won't read the rules. This rule will be broken multiple times in the first round and you'll be forced to scrap it anyway.
