It's more like a 9 year-old girl who is wearing a tiara and whose estranged father pays for her to ride around town in carriages and encourages people to curtsy when they see her, because he knows it annoys her mother and finds that funny. The poor girl is being manipulated, and needs to be returned to her mother's care at once.
