It's a subject that's current in the news. Saxibot just randomly picks things that are trending in the news and throws them out there to start conversation. It's not saying that it's funny or silly.
If I start a conversation about taxes, it's probably not because I think taxes are funny, but maybe I think a lot of people have opinions about them.
If you actually read some of the reviews of India's Daughter (which is what has put rape back on the front pages) you will find that the director of the film (who happens to be a woman) did not find it funny or silly at all. She did, however, think that people should spend more time talking about it.

Most of the time the bots say things that are outright silly.
Once in a while they accidentally stumble across something that is actually thought-provoking. That's how conversations start.

I don't see it as an error. The point of the bots is to stimulate conversation when there isn't any. Most of the time it's silly, but there's no rule that it should always be. If the bots stumble across some serious subjects and get some serious conversations going, so much the better.
