Conquer Rome is still a conquest map to me. When I set up the polls, like last weeks with the sizes, I wanted to leave a large gap so the map has some life. You are right that CR and PM hover between the two, but I will attest to the fact that a random deploy is just that. With conquest, you know where you will start every single game as it is fixed to the 6/8 starting spots. With those two, no matter what the starts you are given, you may get deployed the other side. Same with the likes of Pot Mosbi.
Neutrals doesn't to have as much bearing to me in defining a conquest map.
I do admit that CR perhaps does hover between the 2 worlds, but thats kinda why I was thinking a third option for complex might have been a more agile distinction
