Answer I received to the same question was that it was ok to sign up with a partner...

I can't speak for RD but if you find a friend (or eight) to join up with then go for it

To clarify when signing up to the tournament you don't need to find a partner but can if you would like to. Either way you will either be randomly assigned a partner or the moderator you are competing for will pair you with another player from their team
