Don't worry, so far it hasn't been game relevant. Speaking of such, everywhere could you start a thread elsewhere so we can talk about it without interfereing? (if it is indeed non-relevant to the game)

Lopez is a robotic mechanic built by Sarge with his "robot kit". Unfortunately, when Sarge built him, Red Command was out of speech units, so he was effectively mute for most of Season 1, even fooling Grif into thinking he was a human (saying he was just a quiet guy). Even more unfortunately, when the speech unit finally does arrive Sarge stubbornly insists on installing it himself. Having no knowledge on how to use it, Sarge accidentally damages it with a static electric discharge during the installation process, which causes Lopez speak nothing but Spanish, although he can still understand English perfectly
I don't think his posting in spanish has anything to do with this game
