I hate starting neutrals, want to avoid them as much as I can.
Had to make Rome neutral because of lucky drops for the Rome/Constantinople bonus. The problem is solved, don't see any reason for making Constantinopolis also neutral at this point.

I think it can be a possibility, but to be honest I don't think it's a necessary change. It seems to me that people is used to stack lot of troops into tribes, then have 3 or 4 neutrals into outpost won't do a great difference, but maybe I'm wrong.
