I don't think there's a case here, they both attacked each other prior to you calling them out, in an 8 person World 2.1 game I've been known to respect borders, not out of SD but out of my own interest in not wanting to engage that player at that location at that time.

Just before the time you filed this report it looks like Mikeandy was fighting back and forth with suski 01 while you were doing the same with BlueNinja.
This is a fog of war game and players have a limited vision. How would you know that MikeAndy had enough troops to break the Canada bonus held by BlueNinja?
I don't see the secret diplomacy here. BlueNinja and MikeAndy are CLEARED.
