I don't think he is the doublevoter, but he is not online. If he is the mafia godfather and he is offline, then maybe we avoid the NK by keeping him alive (rather than allowing the power to be transferred to the 2nd in command)?
Correct action would be to replace him, though.

All of those are possible, but if you would notice, Shield specifically defends Talapus, which leads me into thinking that there's a reason you mentioned that. Afraid that your scummate might be lynched, Rodion?
