However has anyone else found that the 13th colony maps seems to very rarely start balanced? I've had it several time, be an absolute cakewalk, or impossible. Wondered if anyone else had seen this. I.e before a turn has been taken you know who is going to win, missing turns aside.

Is it worth reporting to the map foundry as a bug? given that we're going to be playing the maps quite a lot?

You can always make it a try but I have my thoughts that it will not matter. there are a bunch of maps that have the same problem.
