Ah, true. But you can balance that out by saying Suburbs get additional +1 for each bonus area, Old Tokyo +2, and Central +3. Of course with these adjustments you might have to increase the bonus areas' values above the norm to balance things out. (If you decide to go through with this, my comments below would probably change, as it would have to reflect the adjustments, not the norm, if that makes sense.)

With a +2 autodeploy, 3 or 4 neutral is reasonable. No one will go for it otherwise.

You could even do something along the lines of +1 for 3 and +1 for each additional after three. Makes the landmarks a little more worth it, and it still largely avoids high percentage bonus drops.
