I don't think 4 digits are required to be visible. Last I checked the guidelines only require that 888:s are... The situation that someone uses colour codes, on the small map, and has 3-digit armies on both of those territories seems to me to not be so common that I should specifically make exceptions for such an occurence. Ah, I see it now. It's a stray artifact from some of the selection strokes I've done.
