I'm not for it. It's only 6 territories and not particularly central.Also if you read this what is your opinion on raising the Mojave Desert to +5?

hmm, that seems too low, I think I'm going to leave it for now but I might change it if beta testing proves it too powerful.I agree that the Cities are probably too powerful. Maybe you could change it to 3 cities for +1, 4 for +2, 5 for +3, etc
