One idea is to charge a monetary fee for the service of having your username changed. This would help prevent people from changing it over and over again and attract mostly, if not only, those who are sincerely interested in changing their username.
Another addition to this would be a small graphic/icon that would appear next to the member's username for a temporary period to show others that this person has recently changed their username.

Is this to help some less fortunate moderators pay for their own ISP?
