Is that built-in, or that just how the stats work out? Because if it isn't, then 2 players with 1 point each played each other, one of them would end up with -19 points
Well points are decided by (winners points/loser's points) * 20 as far as i can remember, so 1/1 would be 1 times 20 would be 20. Would this just create 20 armies out of nowhere? Who Knows.... I don't think anyone has ever sunk so low on the scoreboard have they? At least not on purpose, if they were point throwing then that's different, but surely no one is that bad at the game to sink to 1.
There was a player at 1 point for some time, then he was removed. He was just a bad player who kept going to the join a game page and would join whatever was first. Usually triples or quads vs a good team. His score sunk quick.

Yes, the 20 points would materialize out of nowhere. This also happens in team games. This is part of point inflation.

Yes. To win any points at all against someone with a score of 1, you must have a score of 40 or less though, so it does not benefit anyone to play against someone who has that low a score. (1/40*20=0.5 which rounds to 1; this point will materialize out of the ones and zeros on the server and the other person will not lose any points.)
Am I the only one that's going to point out it's actually loser/winner * 20? Otherwise herpes could play someone with a score of 1 and get 120,000 points in a single game. Yeah, unless we want to promote playing the lowest possible scored players...
