The shield around a drum kit is so you don't hear the drums directly, then the sound guy can use the microphone feeds to control the volume of the drums sound. Then he can mix it into the public address system with the vocals and other instruments better. It also prevents the vocal microphones from picking up sounds from the drums and cymbols.
