half secret alliance?

If a player proposes an alliance, but the other player does not accept in writing, but then acts it out like he is, is that wrong? I think it is, esp. when he waits a turn or so to do so. This is a 3 player game and I feel quite shafted. This third person is not talking at all, so I don't know what is going on and what his intentions are.

If the person doesn't respond to my proposal for alliance or treaty I treat them as I would anybody, and its just dishonorable to break a treaty

I understand if we're talking 1st person, but I mean if it happens to you. One enemy proposes an alliance with another. The second does not respond, so I figure its a no. But then a turn or two later he starts acting like they are in an alliance as they both move all armies off their main boarder. So i'm left feeling screwed as the both go after me. Is this dishonerable?

The game is 128341.

I was the truce proposer and the other guy did sit back for a couple of turns. He later claimed to not have read the comments, which had degenerated into a flame war (diplomacy war?) between me and JTK. Since the other guy didn't accept the offer, he wasn't bound by anything when he attacked me several rounds later but it was admittedly odd that he didn't break my continent when he had the chance.

The other player was curiously non-aggressive through most of the game so he may have been trying to keep me around to fend off JTK so he could pick up the scraps.

Since the other player and I didn't communicate outside the game (and have never played with each other), there was no secret alliance. There may have been a de-facto alliance but that happens all the time when one pair of players choose to work at eliminating the same player or just choose to sit back and let someone else do their dirty work for them.

In the end, JTK's insults and private messages outside the game made the other player break the stalemate, giving me the kill and then the game.
