I also thought this kid looked a lot like Haley Joel Osmond, but this hair (and shot quality) are definitely 1970, early 80's at best. Otherwise, I'm drawing a blank. I guess neither kid actors nor teenage chicks are my thing.

Definitely not - that was John Travolta and he was playing a 16 year old.
