I hate to bring about an unfair charge without being sure.

I just wonder at a game I'm playing where two players have never attacked each other, have left borders unprotected and have even played in close proximity to one another...but I'm not *sure* because it could all be coincidence and I would hate to accuse someone when they were not in a secret alliance.

Report and possibly piss off an alienate a couple of people who don't deserve it, or make sure cheating doesn't occur?
