Well see the big difference here is there isnt a gaggle of women who have come forward claiming biden did anything to them. He's been on the earth over 80s years and he's never been sued or taken to court by prosecutors because of sexual misconduct. Ah yes, one of life's oldest mysteries... how does one drive in a country where they can't read the written local language. If only humans had the capability to overcome this challenge through some other form of signage, or perhaps electronic navigation tools that could be programmed to communicate in a variety of languages. Perhaps in the coming decades we can solve problems like these but until then I will continue to run all red lights in non-english countries.

As individuals they can be trained to as high a standard as you wish.

The trouble seems to be that there is a cabal of Indian-owned driving schools that have grokked the fact that owning a driving school in Canada is a license to print money. They charge $20K a pop to take in drivers, teach them just baaaarely enough to pass the test, and set them loose. In some cases they don't teach them anything at all and just bribe examiners to pass them. (A bunch of examiners have been arrested in Ontario recently for taking bribes.) Unfortunately, word spreads in ethnic circles. Even before they leave India, young men are told, "as soon as you land in Toronto, go to such-and-such driving school, pay $20,000, and in a month they'll have a good job for you."

The individual drivers aren't bad. I've hired a few, and with proper instruction they're as good as any others. But this mafia of driving schools naturally focuses on people who were recommended "back home" and cranks out quite a few poorly-trained drivers. It has tentacles in multiple areas, bribing examiners as noted, paying kickbacks to immigration lawyers who bring fresh meat, etc.
