Question from newbie

Greeting guys! Because I am a newbie, so there is something I have not yet known. How would I make it to where the players would only get 1 troop no matter how many regions they have?
Can you guys give me some pieces of advice, please? Best regards.

on most maps, including the classic map, this is impossible because players always receive 3 or more troops when starting a turn.
