Spoil territories?

Are there any maps that never give a spoil for certain territories, or are they all chosen randomly? If there are how do you know which territories?

Asking specifically for the third crusade map, but am curious if there are others as well. Third crusade is a bit different than most in that it has some territories that give a 1 troop bonus on the territory if held.

Spoils are chosen randomly. The "quality" of the territory is not considered.

If I'm reading the map correctly, that's an auto-drop. There are many maps with those. I believe the OP was asking about earned spoils being linked to particular territories. As far as I know, it's random.

Thanks for the replies. From what I've learned researching the boards is that if someone holds a card for a territory it will not be issued to another player. Only exception is if there are more cards out than territories (multiplayer games on small maps) then they will issue a duplicate if a card has already been issued for every territory. So if someone has a large stack on a territory in a zombie or nuke game, they most likely own that card.

Right, exactly. That makes playing on small maps tricky.
