make sure the gameplay of scenarios is actually fair and...makes sense
Specifics/Details:
City Mogul no neutrals? this is stupid. anyone that starts with the Manor and Mall wins automatically.
Anyone that goes first has a supreme advantage over anyone else by 20 or 40 troops by immediately losing their autodeploys because there's no neutral to buff defense.
anyone going last will have probably lost their autodeploys.
if I counted correctly, anyone that starts on W4 or E4 can bombard TWENTY FOUR shops each worth 20 troops each. yeah, talk about an advantage for going first. drop 60+ troops and take everyone's deploy.

How this will benefit the site and/or other comments:
Scenarios are not necessarily fair. That's why no points change hands. This is a way to play out situations oddball situations because:
You're curious "what would happen if"
You want to challenge yourself in impossible situations (like playing Civilization with difficulty set to Deity)
You want to not challenge yourself and just amuse yourself with a guaranteed win (like playing Duke Nukem with all the cheats turned on)
You want to simulate an actual historical event (setting up World 2.1 for a World War II simulation with actual relative troop strengths of the major powers.)
You want to rectify something that has always annoyed you (why does every AOR2 game end with 90 % of the map still neutral?)
Or for a thousand other conceivable reasons.
Play balancing is just not part of the plan.
