Not really, but it makes for a much cleaner storyline. The reason would be so that the world doesn't focus on the fact that they have declared war on Lebanon:

Yes, the Israelis are at it again and the mainstream media doesn't even cover the story.

Well, it makes sense since Israeli government is officially at war with Hezbollah which resides within Jordan and is part of the Jordanian government (some serve as legislators). The problem with the concept of sovereignty is that it levels important differences within a political system. For example, "Jordan," the government is composed of 'legitimate' representatives as well as 'illegitimate' representatives like Hezbollah. Jordan's Military is also composed of elements such as the Hezbollah units which at times act independently of the Jordanian Military.

Particularly since Jordan and Lebanon are the same country ... economically, socially and politically [sarcasm alert}

I have the smoke bomb canister that delivered the deadly toxin. The French and the Americans are sending a team of doctors and scientists to Canada to determine if in fact the canister I have in my possession is the one that the US and French are certain was used in the attacks, and if so, look out Syria.
I am certain the answer is Yes.
I bought it on eBay for $50.00 plus I had to pay shipping. It cost a lot to ship stuff from Syria via Yemen, Oman, Saudi Arabia and then Jordan to the States and then Toronto.
We should have a positive identification within hours.
I'll keep you all informed.

So, in your world, flying over their air space is declaring war? You do realize that Iran has been sending missiles to Hezbollah, a Shiite terror group based in southern Lebanon? Did I mention what Hezbollah said recently with regard to Syria? Here you go: Hezbollah said it would fire rockets at Israel if the West attacks Syria in an attempt to topple Syrian President Bashar Assad.
While you consider their reconnaissance missions an act of war, people like me consider it a survival tactic...

I keep seeing messages stating:
Monsanto has been using toxic chemicals on American soil
for years, if a precedent is to be set, how about bombing
them first.
I find the US spending hundreds of millions of dollars to strategically
attack Syria as a consequence for gassing their own citizens, heavy
handed and over the top. It also feels like a huge mistake whether
there is Congressional approval or not.
Are we witnessing The Manchurian Candidate as a reality?
