Been thinking of a way to really use the new conditional borders and bring back my west wing map. Well, this is what I came up with after a couple of hours doodling away.
As you can see, far from draft status but good enough to throw around some ideas.

Some ideas that need to be finalised are...
What is in the testing area that is important enough to hold all three key cards?
Winning condition, I was thinking of getting to the motor pool.
Bonuses will be partial. Hold 3 Admin for a bonus etc.

All will be programmed starting positions with a max of 15 given out. This means that...
2 player games - 15 territs each
3 player games - 10 territs each
4 player games - 7 territs each
5 player games - 6 territs each
6 player games - 5 territs each
7 player games - 4 territs each
8 player games - 3 territs each

All other territs start as neutral.
Bonuses.
Icon bonuses build or are auto deploys.
Continent bonuses are small (+1 or 2).
Card bonuses can go higher. But all bonuses need to be kept small.
All territs decay depending on where they are. Hallways -2, rooms -1. Because of this, territ bonus will be set at +1 for 2 territs held with a minimum of 5.[/spoiler]
