I think the unfair edge that is alleged in this complaint is defeated by the fact that you can use google translator, babelfish or any number of translator websites to decipher foreign language messages. The complainant went to the lengths to figure out the game chat messages, so it is no longer secret diplomacy.

I would have used ignorance of their agreement to my advantage in some way to win the game. Please dismiss this!

Rule #2: No secret diplomacy
Any form of diplomatic discussion between opponents must be posted in the game chat in English or in a language that all opponents understand.

Therefore both are Warned for Secret Diplomacy.

Also ataka is busted with agk for being a multi.
