just take myawesomemap.jpg and change the extension to myawesomemap.xml

The XML file needs to be saved as "plain text" but then named with ".xml" instead of ".txt". If it is saved as rich text or in Word, it won't work. There is another map making tool to check that the XML is valid.
The border tester needs a URL to find the XML file, so it needs to be accessable on the internet (loaded onto a web server). In the tester you'd enter something like:
http://www.ripway.com/my_file.xml , if that is the location.
You need a URL for the map graphic too.

Theres an arsehole of a bug in ma XML: \ its not representing some of my countrys. iev check them allthrough. spellings fine, theres no unwanted tags etc im really confused by it
