Sevgi and benimben are CLEARED of Secret Diplomacy. Ben was clearly just trying to take back and keep what he had for most of the game, and Sevgi decided not to pick on him. Ben has not held a bonus for quite a few rounds.
Just because two people choose not to break each others' borders all day long, doesn't mean they are in a form of SD. Every time it came to Sevgi's turn, ben had nothing to break. They have never played a game with each other, so unless you have some Pms from them to each other, this case is closed.
