Easiest Map Making Tool

What is the easiest program to make a map? I've looked at GIMP and inkscape but they were pretty confusing. Are there any others out there, and how do I get started making a map?

all of them are simple if you spend some time reading the help and if you search the web for tutorials.

how do you get started?
get photoshop start playing with it read the help and find some tutorials. experiment with brushes and colours, try out every tool it has.
after you learn about it's possibilities, think about a map idea or look in the ideas thread. do a rough draft and post it here.

I use Fireworks, but you should've added Photoshop to your poll
