So im in a game that has 3 of us left with fortified positions and fairly even. one person will break into anothers continents. suddenly the attacker is the stronger player and the other two gang up on him so they dont lose, then eventually someone else becomes the top player and it goes on. How do you do something decisive in this situation??

You have to get the other players to attack each other or have enough men to break both of them and not let them break you.

enjoy it..
.
and thats pretty good advice to.. i'll elaborate.
when in a 3some you dojt like, you can always suicide into one player. then the 3th player will win the game. not the reply you are looking for, but its desicive.
the other 2 tactics resolve around restraint and patient waiting. you can all 3 build, and you know the strongest player gets knocked down a peg. so only get the strongest player when you are ready to knock them both out of the game. Basicly sit back if you are not the biggest player. keep as many troops back as you can and still be felt to help out. then once a side is well broken, break it some more...
how to prevent being the biggest? go for the total country bonus but not for the contenent bonus. most people react to + units each turn, so stay small there, but have 2 armies on avery single country you own, and try not to take whole continent. that way you got a steady income, and are precieved to be less of a threath. Build to take someone elses bonus out, preferable everybody's bonus, and while they are regrouping, you will have more then double their income, plus you are more spread out, so there is no easy way to hurt you..
need more? ask

Get a Video Camera.
Strategy is very important here. The key is keeping both parties happy, while the ultimate goal is for you to finish last. This is very difficult. Both the other players will be working very hard to make you finish first, and you will be very tempted to make a move that prematurely ends the game. But you must be patient. You must play along, but let them play against each other as much as possible, as you sit back and watch...and when the time is right, make your move, and end what could possibly be one of the better games of your life.
The video camera is essential though, because while you may retell how the game played out, many will not believe you.
One caveat. This strategy is designed for a standard 3 player game. If the dynamics of the opponents are different, this is the worst strategy possible, and you should instead focus on a terminator strategy. In some situations, you want to make your move very quickly, and just get out of the game quickly, because there is always a risk that one of your opponents will make a move you werent expecting, and you may not want to be there for it. You may not win as many points...but you may save much more than that.
