I wanted it to be fun, you want it to be World Cup of Risk. As the organizer I'm happy with the turnout. Next one will be easier to handle the "fairness" since it will be seeded based on positions from this current one.

I'm trying to invite people to to make it 32 teams, cause different amount of games played is unfair.
Hopefully we reach 32 teams. If not here is an idea.
Cut it to 24, make 8 gropus of 3 where they face each other, 16 advance, 8 first are first seeded.
