Lol.... This map has come along way. It really looks great though, well, the version before the latest. I can't wait to play it!

Submitted XML for tests to Forza_AZ, should be just a formality, when checked on Jota's Mapmaker Tool I got no errors. Tests above for large and 88's and 888's. I think I just have to make sure the coordinates are in the best possible places. There could be slight color blending with army colors blue/green/slate on a couple of territories based on their coordinates.

Also changed file type to png for the best clarity.

Could you run a test with just random numbers?

I did it on my map and it seems a bit strange without the balance of 888's and no army circles. Since you don't have army circles I'm curious to see how it works out on your map.

Graphics nitpick: Okayama overlaps that mountain, cut the mountain tip or scoot the name down a tad?

Point out any coordinates you'd like see moved a little bit... my own observations:

Large:
Kagoshima
Ishikawa
Oki-shoto

Small:
Kagoshima
Chiba
Kunashiri

Those are the major moves, anything else might require a nudge one or two pixels one way or the other, unless I missed something.

you really need to check coordinates with 888
then you will see the hiroshima okayama or aso oita problem
remember people (like myself) use colour code with armies numbers
so 3 digits happen very often

I think Tokyo name should be raised and the armies up on to the land a bit or the armies above the name.

That shouldn't be too hard on the big map, the small map will be difficult, I'll see what I can do though.

Actually I was thinking that if you move the name left a bit you could bring the number down beside the name. As it is now the numbers seem separate and floating away from the name.

The army number on Aomori seems a bit cramped (especially in small version). Could you try moving the territory name down and put the number just above it?

That's the one I've been using. Forza checked me, my code is good. I've got all the coordinates in what I think is now the best possible positions. Just working on placing the names around them. Should have something for you shortly.
