Well, considering that you are not in the know, how can you say that El Jefe is like lack?? There are some things going on behind the scenes that you don't know about, things that have priority over a UI change. For instance, fixing lacks code so the site runs smoother and faster. Changing the code and testing it before it goes live to make sure the major bugs are worked out. The face lift is way down on the list of things to do.
Generally there are more updates with El jefe... but the testing has less quality and more bugs are released with new updates. On a short term this is expected(it means that there is intensive work on the site and developers are still learning) but on the longterm bugs from new features must decrease. I guess only time will tell if in the future we will see more bug fixing or new features development...
Btw UI should be with responsive design(HTML 5) so it will support different platforms. Every day tablets take larger and larger portion of internet traffic and CC is not optimized for them.

I think the numbers right now are an unreliable guage of the projected health of CC though, considering the change of hands. It's like judging a high school's long term quality during a month where a new Principal was hired.
My office colleague from America saw me playing this game. He said " is that risk, I loved the game growing up" I then proceeded to show him the site. 5min later he had signed up and started a game making his first move with my guidance.
The next day in the afternoon arriving at my desk I found a note, "went home and checked the site some more and now I'm Premium, please add me to your friends list" I now have someone from the office here in China to have great discussions about CC strategy.

best option is to find a way for the website to earn more money which can then be used for advertising. or we find a way to make sure the website is more easily found through google(better search engine marketing for example).
