Almost, Mishalex. I got bombarded with a ton of XML jobs all at once (Alaska, Spanish Armada, Krazy Kingdoms...and a few more, even) and I am almost at you. It doesn't help that I have two big exams this week. While I would like to say I'll have it checked by Thursday (my last exam is Friday morning) I can't promise it. I should be able to check it after my exam Friday, though, so be on the lookout Friday night...

Good start! Here are some adjustments before the stamp.

V.O. a bit left
YVE a bit left
Manche a bit left
Ille et Villaine a bit left
Bas Rhin a bit left
Haut Rhin a bit left
Belfort a bit left
Loire Atlantique a bit left
Creuse a bit left, up
Charente Maritme a bit left
Pyrenes Atlantique a bit left
Haute Corse a bit left, up
Loire a bit left, up
Rhone a bit left, up
the foreign claims are also not center with the circles.
Try looking at these with 888 numbers, not 88. Most of them are covering borders.
There are some others that could be closer to their territory name, like Somme, Vienne, Haute Vienne, etc...while it's not unclear because they're still within the territory, but it might be better to put the numbers closer to their names.

Small
Pas de Calais, Manche, Ille et Villaine, Loire Atlantique, Deux Sevres...among many more are all touching borders/shields. I won't list them all because there's a good deal of them. I'll just check the updated version to make sure no army numbers touch any borders. Again, be sure to use 888 when getting the coordinates and not 88!

Tarn et Garonne doesn't have hyphens on the map, and does in XML. Same with Alpes de Haute Provence

"Regional Claims Libre" could be capitalized

Borders and bonuses are good!

There is a much easier way to write the victory condition. I will post it a bit later. But for now, fix the coordinates and we're pretty much done!
