It says in the description that he could cause a player to require one less vote to lynch by voting for that person.

LOL - that is actually EXACTLY what I saw. Don't worry, I know you didn't do it, Riot Games (the company that made the game) just has a great sense of humor.

Despite the best efforts of the so-called "game mods" (a perfect anagram of mega doms , short for mega dom ination of the lizard-men overlords, coincidence?!) who sent me my role in the middle of the UK night and immediately imposed a 24 hour deadline, I am confirming. Stop trying to silence me! Will try to read the thread before the deadline, but it's pretty long. Almost too long...
