No, the two things are very different.

If I were to go around talking shit yes, fair enough I'd expect a bit of a kicking every now and then, but the rioting/hooliganism connected with footy supporters is organised by people who just like to have a good fucking fight; they'll start trouble anywhere without others having necessarily talked their way into it.
