-On small map image you gave the link, Comache 1 & 3 are switched with Comache 2 & 4 in the XML
-Mapuche 2 has to start with 1 neutral (?)

And with how much territories the players start? I see starting neutrals in all territories.

Ill fix the neutrals. THe homelands have neutrals as well so that they start with a higher neutral than three in case they do not get asigned at the start of a game.
