Because Napoleon refuses to answer any question he doesn't like and we have to come up with new ones all the time.
He still hasn't said whether sterile people should be allowed to marry since they cannot have children, or whether heterosexuals who don't plan on ever having children should be allowed to marry, and that question first came up when we were still in the single digits.
