It's not as difficult as everyone makes it seem.
You have your provinces, they work like a normal map.
Then you have cities connected by roads inside the provinces, they can attack the province or other cities down the road and vice versa.
These all connect to Baghdad as shown in the baghdad area (from/to wherever)
The city loyalties are all set to neutral at the start, but you can flag them to be set in the bonus structure you prefer by attacking the neutrals.

I'm excited to see this map back on track.
Graphics looks good... gameplay's a bit tougher to gauge, as poor oaky is finding out. But it's hard to see anything terrifically unbalanced about the gameplay. Once the map hits live play and a few hundred games get played, you might want to tweak the neutrals if it turns out that NO ONE goes for a particular faction, but other than that, I see no obvious flaws.

I'm pretty sure I could just make the loyalties stop working if you hold more than one. Unless we like the negative set up.

I like the negatives - better strategy.

I am not sure if it has been mentioned yet and if it has I apologize, But if you are going for accuracy then you need to switch the area you have the green zone in. What you have designated as the green zone is actually Rusafa on the western area and Karadah in the peninsula. The area you have designated Karkh is actually where the green zone is located and it is only the lower half of Karkh against the tigris. Over all I think it is a sick map and I would definitely play it.

You are right, I need to switch that up. I can't divide the current faulty greenzone in two so i will just make it into Rusafa. I will keep it Baaathist tho, unless you object.

I wouldn't dare have any objections. It is your work. Just wanted to point out an accuracy flaw. I think the map itself is awesome. A showed a couple of buddies and they are planning on signing up so they can play when it is done. Great job!

alright, I've spent some time staring at this one, and I think I get it. What's less relevant is that I think I like it - the loyalty thing will be fun to play. But just to make sure, i've asked for a drive-by on this one... hopefully some folks drop and comment.
I have two concerns:
1. I'd be surprised if anybody goes for the Mahdi bonus, since early in the game players are going to be nabbing the quick and easy bonuses. And once you've got a city with Baathist loyalty, you won't bother to try to collect the mahdi bonuses elsewhere since you can't undo the Baathist loyalty in the first city. The only player that might go after it would be one who starts with four cities from the drop, but he won't hold them long if he's wasting his armies laying into neutrals.
'm a bit concerned about the feature of allowing the loyalties to attack out... this map is pretty complicated, so it might be more player-friendly - and ultimately more satisfying - if you just focused on the bonus aspect of the loyalties.
Oh, and check out "allloyalties" in the legend.

Personally I like the extra attack routes that the loyalties give... as that provides an extra way to support the Loyalty itself...
Also - for instance Al Qaeda (sp?) attacking Sunni's is kindof what they do anyways!?

I dunno. I think mibi may be gone forever, so it's hard to say if we are still making a map, lol.

Update:
Switched the greenzone around to reflect accuracy.
