How many neutrals were you planning to place on each capital?

It's in the first post, but deserves additional attention here...
Capital territory starting neutral:
-Saint Petersburg
-Paris(3 neutral)
-London(6 neutral)
-Rome(3 neutral
-Berlin(3 neutral
-Vienna(3 neutral
-Constantinople(3 neutral
-Sofia(3 neutral)
Qwert - I assume Saint Petersburg is 3? You left that one off.

Well andy won't do much until both the large and small maps are here. So that is something to keep you busy.

Very nice map qwert
In your legend, Balkans States should be Balkan States and Austria-Hungary Empire should be Austro-Hungarian Empire.
Minor nitpick I know

- Final Forge
---The Europe 1914 Map has reached the ‘Final Forge’ Stage. I've revived this thread from the pits of the Foundry Furnace (okay, maybe not) and have examined the contents. Nearly every major concern has been addressed. If there are any other current concerns, please make your voice heard. If after a reasonable amount of time there has not been any objection or protest, the map will be deemed finished with the 'Foundry Brand' of approval and will be submitted for live play. As long as there is still discussion or posts that have yet to be commented on, the map will remain in Final Forge until said discussion has reached the conclusion that the map has reached its final and polished version.
Post questions and concerns if any.

been away for a long while, nice map but:
How did you get to the bonuspoints?
Particularly if you compare Balkan States with Italy and Austro-Hungary... count the border territories and count the remaining inner territories divided by 3...
Is it because Austro-Hungary gets a "importance bonus" over the Balkans patchwork ?
