I actually think Jay has a point. I don't agree with him, but I can't blame him for holding it. The CIA worked for almost 20 years to find a way to do this. They wouldn't have done it for so long without some success.

Actually I hear that they were completely successful but that the results were hijacked by some organisation called COBRA...
